Wear that sits in the coating is a recoat. Wear that has reached the wood is a refinish. Wear that has reached the subfloor is a different scope of work entirely.
The three are not interchangeable, and the only reliable way to separate them is to measure the remaining wood above the tongue and groove before any quotation is issued.
